Try performing a hard reset EXACTLY similar this. Hold the power push on the console for 8 seconds or until the power shuts down completely. Unplug the power cord from the back of the panel for 5 minutes. Plug the ability cord back in and restart the console.
If that doesn't help endeavor uninstalling/reinstalling the game.

Thanks for reaching out to the Forums for communication on how to hopefully get your DLC to come up for you. I can totally empathise how this could be distressing and I bet you're eager to play with all those new characters.
Just to clarify, what troubleshooting steps take you already taken?
I would recommend trying after you remove and redownload your profile post-obit the steps outlined in How to add or remove a Microsoft account on Xbox One besides every bit in Notice your games and add-ons on Xbox One.
When you get a chance, endeavour those steps and/or let us know what steps you lot accept already done so that we can provide the appropriate troubleshooting.

Hi! I had the exact same problem and have been in contact with Bandai Namco support teams this calendar week to find a solution.
It is non related to the hardware, it is a problem in the game software.
Here is the latest reply from the Bandai Namco support team and this workaround helped me to proceeds access to the DLC content and so I judge it will solve your upshot besides. I'one thousand in Sweden and switched to Australia equally written below so, when the DLC was installed and activated, inverse back to Sweden again. All works for me now! :D
We are sorry for this delay, while the dev team is working upon a final solution to this problem, it seems that we may have institute a workaround, and we would dear to try it together.
Endeavour the follow procedure exactly in this guild:
1. Go to your game content and select the Ultra Pack DLC
2. Uninstall it
three. Go to the console system settings and choose region
4. Change the region to Australia
5. Go back to the game content and install the DLC
